哈馬斯籲開緊急阿拉伯峰會應對加薩 displacement 計畫：聯合國證實「黃線」擴大、停火後暴力未歇

這是哈馬斯一系列類似呼籲的最新行動。此前，哈馬斯曾於2025年2月呼籲召開緊急阿拉伯峰會，反對川普政府接管加薩並遷移其人口的提案；2025年3月，阿拉伯領袖在開羅通過埃及的替代重建計畫時，哈馬斯也再次發出呼籲。

聯合國關於以色列控制區（「黃線」）擴大的報告

根據2025年10月10日宣布的美國斡旋停火協議（獲聯合國安理會第2803號決議背書，2025年11月17日），以色列承諾將其部隊撤至一條名為「黃線」（Yellow Line）的分界線之後。然而在實務上，這條線已被多次向加薩內陸推移。

• 擴張有據。 2026年1月，BBC透過衛星影像證實，以色列已將黃線標記向加薩內陸移動，造成巴勒斯坦居民的不確定性。2026年4月，路透社報導，以色列軍方地圖顯示新增了一條「橘線」（orange line）限制區，約占加薩面積的11%，超過原黃線範圍。合計這些區域限制了加薩近三分之二的總領土。

• 持續蠶食。 OCHA於2026年6月19日報告，以色列部隊在加薩市東部放置黃色水泥塊，標示黃線進一步向人口稠密區擴張，引發新的流離失所。2026年6月26日，OCHA指出，這些標記顯示黃線擴張進入「經常使用致命武力」的區域。

• 停火協議第二個月，以色列部隊仍部署在黃線以外區域，覆蓋超過50%的加薩走廊。

停火後的致命武力使用

儘管名義上停火，敵對行動仍持續造成重大傷亡。

• 近千人喪生。 根據OCHA截至2026年6月13日的更新，以色列空襲、砲擊與槍擊已造成自停火宣布以來981名巴勒斯坦人死亡。加薩政府媒體辦公室於2026年6月29日報告，該數字已升至1,045名巴勒斯坦人死亡，3,380人受傷，並記錄了3,465次以色列違反協議的行為。

• 黃線附近的致命武力。 聯合國人權辦公室證實，以色列部隊在黃線及其周邊經常使用致命武力，包括針對接近該分界線的平民。英國政府2026年6月的國家簡報確認，以色列軍事行動與空襲持續發生，特別是在以色列控制區，造成持續的傷亡與民用基礎設施損害。

• 持續的空襲與槍擊。 停火前六個月（截至2026年4月），加薩政府媒體辦公室記錄了1,109次空襲與砲擊，以及921次針對平民的槍擊。

人道與援助進入危機

人道局勢仍舊災難性。聯合國主要發現包括：

• 住房與衛生。 停火八個月後，70%的人口缺乏尊嚴住房。衛生系統遭摧毀，以色列持續封鎖大部分所需的糧食與醫療援助。

• 援助受阻。 聯合國秘書長安東尼奧·古特雷斯對以色列關閉加薩過境點的決定深表關切，呼籲立即重新開放所有過境點。儘管停火初期數月援助分配量較停火前增加70%，但後續進入情況持續惡化。

• 饑荒與營養不良。 2025年10月，一份聯合國與非政府組織的聯合聲明警告，「由於以色列持續且非法的封鎖，人為饑荒已經形成」，數萬名兒童面臨急性營養不良死亡的風險。

• 安理會警告。 2026年6月18日，安理會應十個非常任理事國要求舉行公開簡報，資深聯合國官員形容局勢「黯淡」，並警告加薩的人道危機正被更廣泛的區域發展所掩蓋。

總結： 停火名義上存在，但並未阻止致命軍事行動、領土擴張或援助危機。哈馬斯的峰會呼籲是直接回應其所認為正在發生的驅離計畫，並有聯合國與地方當局記錄的以色列控制區擴大及持續傷亡為證。
