以太坊1.2億美元「驗證者稅」爭議：Kleros創辦人提議強制抽佣10%支援開發，社區憂大戶壟斷資金流向

以太坊社區近日因為一份「驗證者收益重新定向」（Validator Redirected Revenue）提案炸開咗鍋。有啲人直頭叫佢做以太坊嘅「強制稅收」，每年涉及金額高達1.2億美元，究竟呢個提案係想做啲乜？點解有人話佢會搞出一個由大戶操控嘅「卡特爾」？

提案係乜？

Kleros創辦人Clément Lesaege喺2026年6月21日於以太坊研究論壇提出呢個名為「Validator Redirected Revenue」嘅方案 。簡單講，呢個機制容許驗證者自行設定一個0%至10%嘅比例，將佢哋共識層嘅質押獎勵一部分咁撥去指定嘅組織，用嚟支援公共產品同共享基建 。

關鍵係：如果超過51%嘅驗證者投票支持某個高過0%嘅抽佣比例，呢個比例就會強制適用於全網所有驗證者——包括班投反對票嘅 。按目前ETH價格計，大約5%嘅抽佣率每年可以籌到大概1.2億美元 。

點解要咁做？核心開發資金短缺

呢個提案嘅背景係以太坊基金會（Ethereum Foundation）正面臨一個緩慢但嚴重嘅資金危機。前以太坊基金會核心開發協調員Trent Van Epps喺2026年6月警告，以太坊核心開發生態系統可能喺3至9個月內出現資金短缺，每年需要大概3000萬美元先維持到客戶端團隊、研究同協調工作 。

資金短缺嘅原因有幾個：

• 客戶端激勵計劃（CIP） 呢個為期四年、通過質押獎勵資助客戶端團隊嘅計劃，已經喺2026年4月到期，但到目前為止未有替代方案 。
• 以太坊基金會正實施「緊縮」同「減法治理」策略，目標係將年度開支由大約15%逐步降至2030年嘅5%左右 。
• Layer-2擴容方案搶走咗好多手續費收入，令原本用嚟支援公共產品嘅底層費用大幅減少 。

Lesaege認為呢個係一個「協調失敗」嘅問題：人人都鍾意共享基建帶嚟嘅好處，但冇人願意主動畀錢，等其他人做免費乘客 。佢想直接用協議層解決呢個問題。

大戶壟斷風險：卡特爾憂慮

呢個提案引發咗以太坊開發者Lefteris Karapetsas（Rotki創辦人）嘅強烈反對。佢公開批評呢個方案會製造一個由頂級質押者組成嘅「卡特爾」，操控資金流向 。

好多人擔心嘅係，大型質押池——例如Lido、Coinbase、Binance呢啲機構——可以合謀決定邊個組織收到呢筆錢，變相將以太坊嘅公共產品資金集中喺少數機構手上 。由於51%多數可以強制全網執行，小驗證者同獨立質押者會被迫資助佢哋根本唔認同嘅項目 。

另外，開發者Banteg都警告話呢個機制會將政治帶入以太坊嘅共識層 。

目前進展

呢個提案仍然處於以太坊研究論壇嘅早期討論階段，未正式成為以太坊改進提案（EIP）。社區嘅反應好兩極：支持者認為係解決資金缺口嘅關鍵方案，反對者就話會破壞以太坊嘅去中心化本質。最終會唔會成事，仲要睇社區點樣設計機制，確保唔會將權力集中在最大嘅質押者手上。
