水文、海床和海况资料在海上安全争议中往往不只是学术数据。有关中国研究船在台湾周边活动的报道曾提到,类似船只可能配备声学传感器、气象雷达、海底测绘能力或无人水下系统;这也是台北为何会把部分调查活动视为潜在战略行为,而非单纯科研航行[14][

所谓“灰色地带”,通常指介于和平与战争之间的施压手法:动作具有试探或胁迫意味,但刻意控制在不直接引爆军事冲突的程度。对台湾而言,这类行动会消耗海巡与监控资源,也会在法律边界和政治讯号上制造压力[13][
15]。
Tongji 号事件之所以被台北放进这一框架,至少有三点原因。
第二,地点贴近台湾限制水域边界。报道称该船距离限制水域线外仅约0.5海里;在这类边界附近,小幅移动就可能产生法律和政治含义[2]。
第三,台湾方面此前已多次称遭遇中国研究船或官方船只。2025年,台湾海巡部门曾表示,两艘中国研究船进入台湾北部水域后被迫离开[11][
12]。台湾海巡部门也公开指控中国海警船和其他大陆公务船在金门、东引、乌坵、东沙等台湾控制的外岛附近反复编队进入或骚扰[

目前可见资料仍不完整。公开报道主要来自台湾海巡部门说法、台湾媒体以及路透社转发报道;这些材料没有包含中国政府对 Tongji 号事件的详细说明,也没有独立验证该船放下的具体设备、实际采集了哪些数据。
因此,最稳妥的说法应当保持在可证范围内:台湾海巡部门称,Tongji 号在鹅銮鼻附近疑似未经许可从事水文调查;台湾连续监控五天后进行拦阻与警告,并将此事纳入台北所称中国在台湾周边扩大海上“灰色地带”压力的脉络中[1][
