Russia's Response

Russian regional governors acknowledged the attacks. Krasnodar Governor Veniamin Kondratyev confirmed the fire at Ilsky and reported five wounded . Samara Governor Vyacheslav Fedorishchev reported that drones targeted an industrial facility in his region but did not identify the enterprise .

Russia's Defense Ministry claimed it shot down 397 Ukrainian drones over multiple regions overnight, but acknowledged that debris from downed drones caused the fires .

Broader Campaign Significance

These strikes are part of a sustained Ukrainian campaign to degrade Russia's energy infrastructure that funds its war effort. Ukraine has repeatedly stated its objective is to deprive Russia of revenue and disrupt fuel supply to its military .

The Syzran refinery had already been hit on July 12 and again around August 4, illustrating a pattern of repeated, targeted strikes to keep key refineries offline . On August 4, Andrii Kovalenko, head of the Center for Countering Disinformation at Ukraine's National Security and Defense Council, said "the Syzran oil refinery is out of commission" .

This operation also echoed large-scale strikes in early August, including a Ukrainian drone attack on August 2 that hit three refineries in Bashkortostan nearly 1,600 km from Ukraine's border , showing Ukraine's growing ability to strike deep inside Russia with long-range drones.

By hitting both a southern refinery (Ilsky, supplying Russia's Black Sea region) and a Volga-region refinery (Syzran, supplying central Russia), the strikes aimed to maximize disruption across two separate fuel supply chains simultaneously .
