The earlier FIFA ethics complaint (December 2025) — On December 8, 2025, FairSquare filed a complaint with the FIFA Ethics Committee alleging Infantino repeatedly breached Article 15 of the FIFA Code of Ethics on political neutrality. That complaint centered on four public statements Infantino made in support of Donald Trump, including awarding Trump the inaugural FIFA Peace Prize in December 2025 . The new IOC complaint (July 14, 2026) — After the FIFA Ethics Committee did not act to FairSquare's satisfaction, the group escalated the matter to the IOC Ethics Commission, alleging five specific breaches of the IOC's political neutrality rules, which are considered "fundamental principles of Olympism" . Key allegations in the complaint included:

Infantino has been an elected IOC member since January 2020 and took an oath to respect the Olympic Charter and comply with its ethics rules .

The Balogun Red-Card Incident

The Balogun case became the most visible and controversial element of the complaint. On July 1, 2026, US striker Folarin Balogun received a straight red card during a round-of-32 match against Bosnia and Herzegovina for stepping on an opponent's ankle, triggering an automatic one-match suspension under FIFA rules . FIFA regulations prohibit appeals against straight red cards .

The alleged conduct involved Infantino's actions as FIFA President, and the Olympic Charter grants each International Federation independence and autonomy in its governance .
