Ukrainian President Volodymyr Zelenskyy has asked U.S. President Donald Trump to sanction Russian and Chinese companies he says are involved in Rassvet, a satellite communications network intended to rival Starlink. Ukraine’s concern is that the system could give Russian forces a communications link for battlefield operations and drones. The network is being deployed, but its projected start dates depend on whether “operational” means limited use or full commercial service.

Why Ukraine wants sanctions
Ukraine is seeking sanctions against companies involved in developing Rassvet to hinder the project before it can provide Russia with a more capable satellite communications network. Zelenskyy has said he raised the issue with Trump several times.

The concern is military as well as technological: satellite communications can support battlefield connectivity and the operation of drones. Ukraine fears a completed Rassvet constellation could help Russian forces coordinate operations and carry out strikes. These are concerns about the network’s potential; they do not, by themselves, establish the scale of its current capabilities.

What Zelenskyy says about China
Zelenskyy says China is working on satellites and exploring ways to help Russia create a Starlink-like system. He has called for sanctions on Chinese as well as Russian companies he says are involved. The available reporting attributes this claim to Zelenskyy; it does not independently establish the specific nature or extent of Chinese assistance.

How far Rassvet has progressed—and when it may be ready
Bureau 1440, the Russian company developing Rassvet, has launched 32 production satellites in two batches, following six experimental satellites launched in 2023 and 2024. A satellite tracker reported in September 2026 that deployment was still underway and that the company’s stated target for commercial service was 2027.

Zelenskyy has warned that Rassvet could become operational by late 2026 or early 2027. That estimate does not necessarily contradict the 2027 commercial-service target: limited or intermittent use can precede full commercial service. Janes reported that Ukrainian military intelligence said Russian forces had used the first group of satellites for satellite communications over Ukraine for several hours by the end of July 2026.

Medvedev’s warning about blocking the network
After Ukraine called for measures against companies involved in Rassvet, Russian Security Council Deputy Chairman Dmitry Medvedev warned that blocking the network would amount to its destruction and could lead to “full-scale space warfare.” He also threatened that Starlink satellites could be brought down. Those were his stated warnings, not evidence that such a response is planned or imminent.

The distinction matters: Ukraine is asking for sanctions on companies, while Medvedev’s warning concerned blocking the satellite network. The reporting presents them as connected to the same dispute, but they are not the same action.
