Vietnam’s Government Cipher Committee and Viettel unveiled VGC v1.0 on November 3, 2026, as the first product of a domestically designed secure semiconductor platform. Its central purpose is to put Vietnam’s MKV cryptographic algorithm directly into chip hardware. The announcement is a notable design milestone, but it should not be mistaken for evidence that Vietnam can yet manufacture every part of a semiconductor supply chain domestically.

What is VGC v1.0?
VGC v1.0 is a security chip developed jointly by the Government Cipher Committee and Viettel. The chip integrates the committee’s MKV national block-cipher algorithm in hardware rather than relying only on a software implementation. The MKV algorithm was published as Vietnam’s national standard TCVN 14263:2024, according to the Government Cipher Committee.

The reported specifications are a 10 × 10 mm package, about 300 million transistors and a 28-nanometre CMOS process. Reports also identify an open RISC-V instruction-set architecture.

What the reported 15-fold speed claim means
Published reports say VGC v1.0 encrypts and decrypts data approximately 15 times faster than a software-only solution performing the same tasks. That is a reported test result; the material available here does not provide an independent benchmark or enough test conditions to assess how broadly the comparison applies.

The design places cryptographic processing in hardware. That is the practical distinction behind the announcement: the chip is not simply a general-purpose processor running encryption software.

Who developed the chip, and what has been tested?
The Government Cipher Committee’s M2 unit set security requirements, developed cryptographic algorithms and defined evaluation criteria. Viettel’s Semiconductor Centre handled chip design and development.

The first batch reportedly passed technical testing in the first quarter of 2026 and received certification for socio-economic applications. Separate reporting identifies secure USB storage as an initial application, including for Party, State and defence agencies. These reports describe a specific certification scope and an initial use case, not blanket approval for every sensitive system.

A design milestone, not proof of a complete chip supply chain
VGC v1.0 advances domestic control over the design of security hardware and the cryptography it implements. But chip design is only one part of semiconductor production. FPT’s chip testing and packaging plant in Bac Ninh entered trial operations on November 3, 2026, adding activity in those parts of the supply chain.

Wafer fabrication is a separate capability. Reuters reported in October that Vietnam was unlikely to meet a 2027 trial-production target for its first semiconductor plant because an agreement to buy chipmaking equipment from ASML had not yet been reached.
1 The VGC announcement and FPT’s trial plant therefore show progress in chip design and testing or packaging, but do not establish a fully self-sufficient domestic manufacturing chain.
The clearest takeaway is specific: VGC v1.0 brings a Vietnamese-developed cipher into a domestically designed security chip, with early testing and a reported application in secure USB storage. Its reported speed advantage should be read with the limits of the published evidence in mind, and the chip itself does not settle the larger question of domestic wafer-fabrication capacity.
