Turkey's new push for a Black Sea shipping moratorium

Turkish Foreign Minister Hakan Fidan has formally called on Russia and Ukraine to impose a mutual moratorium on attacks against commercial vessels in the Black Sea . Why Turkey is stepping in now

• Ongoing shuttle diplomacy: Fidan visited Kyiv in mid-July 2026, where he met President Zelenskyy and Foreign Minister Sybiha. He has also scheduled visits to Moscow to present Turkey's proposals .

The current moratorium proposal is a narrower, maritime-focused version of Turkey's broader ambition to revive a comprehensive negotiation track . Fidan has previously proposed a limited agreement covering both maritime security and energy infrastructure, suggesting that if a comprehensive ceasefire isn't possible, these more limited deals could still reduce harm .

How the parties have responded

Ukraine: Had already put forward a similar proposal before Turkey's call, according to Fidan . President Zelenskyy has publicly praised Turkey's mediation efforts and thanked Ankara for its diplomatic work. During Fidan's July 2026 visit to Kyiv, Zelenskyy awarded him the Order of Merit, Second Class .

Russia: Fidan said Ankara has formally conveyed the proposal to Moscow . As of August 10, 2026, no official Russian acceptance or rejection has been reported. Fidan scheduled a trip to Moscow to discuss the proposal directly with Russian officials .

The moratorium proposal represents a test of whether any limited agreement is possible while a comprehensive ceasefire remains out of reach.
