Tô Lâm’s Russia–France tour: Why it matters and what remains to be confirmed

Tô Lâm’s September 7–12, 2026 diplomatic tour brings Russia, France and international space cooperation into one tightly sequenced foreign-policy programme. It includes the first State visit to Russia by a Vietnamese leader who simultaneously heads both the Communist Party and the state since 1991, while also building on the Vietnam–France Comprehensive Strategic Partnership established in 2024. 414

The timing matters. The delegation left Hanoi on September 7, but the concrete results of the Russia leg should not be treated as final until official readouts from the meetings are released. 3

The itinerary: Russia, France and a Paris space summit

Vietnam’s Foreign Ministry said Tô Lâm, his wife Ngô Phương Ly and a senior delegation would make a State visit to Russia, an official visit to France and attend the International Space Summit in Paris from September 7 to 12, 2026. The trip was arranged at the invitation of Russian President Vladimir Putin and French President Emmanuel Macron. 36

The France leg is scheduled for September 10–12. The Paris summit, an initiative launched by Macron, is being held on September 9–10 and is intended to promote dialogue, shape international cooperation and advance norms for governing outer space. 2

Why the Russia leg is historically significant

The Moscow stop carries particular symbolic and political weight because it is the first State visit to Russia by Vietnam’s top Party and state leader since 1991. Vietnamese officials have described it as an opportunity to create a new milestone in the countries’ Comprehensive Strategic Partnership. 4

More practically, it offers both sides a chance to review existing cooperation frameworks and set long-term priorities and specific next steps. Russia’s ambassador to Vietnam said the two sides were expected to discuss all aspects of bilateral cooperation and identify new long-term directions. 5

Russia–Vietnam cooperation has previously covered political dialogue, trade and economic relations, defence, science and technology, education, culture and people-to-people exchanges. 3845 But any list of signed documents, new trade targets or firm nuclear-energy decisions should be confirmed only through official announcements issued after the talks.

Trade and energy provide the backdrop

In discussions in June, Putin said bilateral trade had risen by roughly 5.7–5.8% in the previous year to more than $6 billion, with positive momentum continuing in 2026. He also described energy as a key pillar of the relationship, noting the presence in Vietnam of Russian companies including Rosatom, Gazprom and Zarubezhneft. 32

Those figures provide important context, rather than a newly confirmed target for this visit. The same caution applies to potential cooperation connected to the Ninh Thuận 1 nuclear power project: it would be strategically significant if announced by both sides, but the pre-visit material available does not establish that a final commitment or agreement has been reached.

Likewise, reports concerning a possible presentation of the Lev Tolstoy International Peace Prize to Tô Lâm are not independently confirmed in the official pre-trip documents provided here as to timing, venue or citation. It should therefore not be presented as an event that has already taken place.

France: turning an upgraded partnership into projects

Vietnam and France elevated their relationship to a Comprehensive Strategic Partnership during Tô Lâm’s visit to Paris in October 2024. At that time, the two countries agreed to strengthen cooperation in areas where France has particular capabilities, including infrastructure, aerospace, science and technology, and renewable energy. 14

That means the September 2026 visit is more than diplomatic ceremony. French Ambassador to Vietnam Olivier Brochet described it as an opportunity to translate the upgraded relationship into deeper cooperation in strategic fields. 1

What the space summit adds

Attendance at the Paris summit adds a multilateral, high-technology dimension to the itinerary. The event’s published priorities include space security, innovation, sustainable development and international governance of space. 2

For Vietnam, it offers a forum for engaging potential international partners on space applications, satellite technology and science and technology, while also taking part in discussions over the rules being developed for the sector. A forum for dialogue, however, is not the same as a confirmed project: any specific initiative should be counted as a deliverable only after official confirmation.

What to watch after the trip

The tour reflects a multi-track approach: reinforcing Vietnam’s longstanding relationship with Russia, deepening cooperation with France as a major European partner, and engaging with the global technology-governance agenda through the space summit.

The key test will be whether the trip produces documents, financing mechanisms, science-and-technology projects, trade arrangements or energy commitments with clear implementation plans—not simply declarations of friendship or strategic intent.
