Network difficulty — Because difficulty adjusts downward when miners leave, the network has seen multiple large negative difficulty adjustments. Difficulty dropped 10.09% at block 953,568 (second-largest decline of 2026), falling from 138.9 trillion to 124.9 trillion, and there have been three consecutive negative adjustments — the first such streak since July 2022 . More drops are likely if hash rate continues falling.
Security budget — Bitcoin's "security budget" (the total dollar value paid to miners to secure the network) is under its most severe test. The block subsidy declines every four years, and transaction fees have not risen enough to fill the gap . With fewer miners earning less revenue, the absolute amount of energy and hardware dedicated to securing the chain is shrinking. The hash rate decline is not temporary — it reflects a permanent capital allocation shift away from Bitcoin mining toward AI infrastructure. The network's difficulty is adjusting downward to accommodate fewer miners, which keeps the chain running but with a smaller security footprint. Whether transaction fees eventually compensate for lost subsidy revenue — or whether the network's security budget structurally diminishes — is the open question facing Bitcoin's long-term security model.
