Visa and Mastercard have completed the first live international card-payment milestones in Syria in more than 15 years. The August 27, 2026 transactions show that Syria’s payment infrastructure can once again connect to global networks—but they are controlled demonstrations, not proof that card payments are already available everywhere. 1115

Visa announced that it had tested its first live international transaction inside Syria. In a public demonstration in Old Damascus, President Ahmed al-Sharaa used a Visa card to pay for coffee at a café while Central Bank Governor Safwat Raslan watched. The payment was presented as a visible test of the route linking a merchant terminal with the acquiring institution, payment partner and international network. 135
Mastercard and QNB Group announced a separate achievement: what QNB described as Syria’s first end-to-end international card payment. The transaction used an internationally issued Mastercard card at an approved local merchant, completing the payment cycle through QNB’s Syrian operation and Mastercard’s network. 1519

Who processed the transactions?
Visa’s test was conducted with Fransabank Lebanon, acting as the acquiring financial institution, and Paymera, a Syrian payment-services partner. The Central Bank of Syria was also involved in the initiative. 3412
Mastercard’s transaction was processed with Qatar National Bank (QNB) Group. QNB had already received authorization to expand Mastercard issuing and acquiring activities in Syria, and the August transaction demonstrated that an international Mastercard payment could reach an approved Syrian merchant. 151922
In simple terms, the acquirer and payment partners provide the local infrastructure that allows a merchant’s payment terminal to communicate with the card network and complete authorization and settlement processes.
How was the president’s Visa payment facilitated?
Al-Sharaa’s coffee purchase was a public demonstration of Visa’s live transaction path rather than an ordinary nationwide rollout. He tapped a Visa card at an Old Damascus café in the presence of the central-bank governor, creating a highly visible example of an international card being accepted at a Syrian merchant. 136
Visa said the transaction was carried out with Fransabank Lebanon as the acquiring institution and Paymera as the payments partner. What does Mastercard’s end-to-end transaction enable?

For visitors, the practical implication is a possible way to pay Syrian merchants electronically with cards issued outside Syria. For businesses and public institutions, the achievement provides a foundation for accepting international card payments through point-of-sale systems and other digital channels. That foundation is not the same as universal availability. Whether a particular card works will still depend on the merchant, acquiring bank, network configuration, regulatory permissions and operational readiness.
Why did the milestones become possible?
Two developments immediately preceded the August announcements.
First, on May 4, 2026, the Central Bank of Syria authorized licensed local banks and electronic-payment companies to work with global payment companies such as Visa and Mastercard. The decision was framed as part of an effort to modernize Syria’s payments system and connect it more closely to international networks. 735

What groundwork had been laid since December 2025?
The August transactions followed a sequence of technical and institutional steps rather than appearing overnight:
- The Central Bank and Visa had begun work on a roadmap for a modern digital-payments system by December 2025. 37

Why nationwide card acceptance will still take time
A successful transaction at an eligible merchant proves that a payment route works. It does not automatically give every Syrian merchant a compatible terminal or every resident a usable card.
A broader rollout requires more acquiring-bank coverage, merchant terminals, dependable connectivity, settlement arrangements, compliance and risk controls, trained merchants and wider card issuance. It also requires approvals and operational support across different types of businesses and regions.
Visa described its transaction as a step toward expanding digital-payment capabilities and enabling international visitors to pay with a familiar card. That wording points to a rollout still in progress, rather than an announcement that acceptance is already universal. 81226
