Initial reports from Russian‑installed authorities stated that at least four people were killed and 35 children were wounded in the strike.
As the day progressed, later statements from Russian officials — including comments attributed to President Vladimir Putin — revised the toll to six people killed and dozens injured, with 15 people reported missing.
Some public reporting also referenced even higher casualty estimates in later updates, illustrating how figures continued to shift as information emerged.
Emergency crews began searching the rubble soon after the strike.
Authorities in the Russian‑controlled region said rescuers pulled several people alive from the debris, while others were believed to remain trapped. Officials reported that at least two or three survivors had been rescued early in the operation and warned that more victims could still be under the rubble.
Search operations continued through the day as emergency teams worked to locate missing people and assess damage to the dormitory and surrounding college buildings.
The Kremlin strongly condemned the strike.
President Vladimir Putin accused Ukraine of deliberately targeting civilians and described the incident as a “terrorist” attack, saying the dormitory housed students rather than military personnel.
Putin said there were no military facilities near the dormitory and ordered Russia’s military to prepare response options against Ukraine.
Russian officials also pushed the issue diplomatically, with Moscow calling for an emergency meeting of the United Nations Security Council over the reported attack.
Ukraine’s military rejected Russia’s account of the target.
The Ukrainian General Staff said its forces had struck Russian military targets in the Starobilsk area, specifically describing the objective as a military command or drone‑related unit operating there.
Kyiv said accusations that it intentionally targeted civilians were “misleading information” and emphasized that Ukrainian forces claim to follow international humanitarian law by striking military infrastructure rather than civilian facilities.
Ukrainian officials also suggested that Russian forces may have placed military assets near or inside civilian structures, which they said could explain why a building associated with the college was hit.
The Starobilsk incident occurred during a period of rapidly intensifying drone warfare between Russia and Ukraine.
Ukraine has expanded its use of long‑range drones to strike targets deep inside Russian territory, including energy infrastructure and oil refineries, in an effort to disrupt Moscow’s war finances. Some recent attacks have forced major refineries in central Russia to halt or reduce output, according to Reuters‑reported data.
At the same time, Russia continues to launch missile and drone strikes on Ukrainian cities, which regularly cause civilian casualties. Both sides accuse the other of targeting civilians, while each denies doing so intentionally.
Like many incidents in the Russia‑Ukraine war, the Starobilsk strike illustrates how quickly narratives diverge:
