Singapore’s Government Technology Agency (GovTech) retrenched 38 employees on Oct. 22 in the second of three planned rounds of workforce changes. The agency said the affected roles were mainly structured around traditional project delivery, as it shifts towards reducing reliance on vendors and taking greater ownership of its digital products.

What the workforce review found
The latest phase covered 250 officers. Of them, 106 will remain in their current roles, another 106 are eligible for conversion and apprenticeship pathways, and 38 will leave GovTech.

GovTech said it sought to retain, retrain and redeploy employees where possible. Eligibility for a conversion or apprenticeship pathway does not necessarily mean an employee has already moved into a new role.

A shift from project delivery to product ownership
The roles affected were primarily organised around traditional project delivery. GovTech’s stated aim is to reduce its reliance on external vendors and give its teams greater ownership of the products they develop and operate.

The announcement describes a change in the agency’s operating model; it does not say that the roles were cut because of artificial intelligence. Reporting on the restructuring has linked it to the move from vendor-delivered projects towards in-house product ownership.

How the cuts fit the wider plan
The second round follows the retrenchment of 93 employees in July, when GovTech had about 3,900 staff. The additional 38 brought the reported total retrenched since July to 131.

GovTech’s wider two-year plan is expected to affect about 7%–9% of its workforce, or roughly 300 employees, across the three phases. That figure describes the overall plan, not an additional 7%–9% reduction in each round.

Support for affected employees
GovTech said it is supporting employees through the transition and has prioritised retention, retraining and redeployment where possible.
