UN Adopts First Global Safety Framework for Fully Autonomous Vehicles

After a decade of development and two years of intensive negotiations, the United Nations has adopted the world's first comprehensive global regulatory framework for fully autonomous vehicles. The rules—unanimously approved by all major auto markets—establish a safety-first, lifecycle approach to certifying vehicles that drive themselves without any human supervision.

What was adopted and by whom

On Wednesday, 24 June 2026, the UN Economic Commission for Europe's (UNECE) World Forum for Harmonization of Vehicle Regulations (WP.29), meeting in Geneva, adopted the first-ever global regulatory framework for fully autonomous driving systems (ADS) . The framework was developed by the Working Party on Automated/Autonomous and Connected Vehicles (GRVA) .

Key safety requirements

The regulation establishes a comprehensive, life-cycle safety approach for vehicles that handle all driving tasks—steering, accelerating, decelerating, and signalling—without a human driver. The confirmed requirements include :

• Performance benchmark: ADS must "match or exceed" the performance of a competent, attentive human driver .
• Audited safety management systems: Manufacturers must implement safety management systems covering the full ADS lifecycle, subject to audit .
• Continuous monitoring & reporting: Manufacturers must conduct ongoing real-world performance monitoring after deployment .
• Data storage for oversight: Vehicles must be equipped with a data storage system for automated driving that records safety-relevant data available for regulatory oversight .
• Testing credibility criteria: Test environments—including virtual simulation tools—must meet strict credibility criteria .
• "No unreasonable risk" evidence standard: Manufacturers must provide evidence that their ADS "poses no unreasonable risk" .
• Robust design and validation: Compliance with traffic rules must be demonstrated through simulation, track testing, and real-world trials .

When it takes effect

The regulation is expected to enter into force in January 2027. GRVA Secretary Francois Guichard told AFP that a few manufacturers "are already in the starting blocks" .

Countries and regions that backed the unanimous vote

The framework was adopted unanimously across two separate international agreements :

• Under the 1958 Agreement (which provides mutual recognition—vehicles approved in one country can be sold in others without further controls): More than half of the 62 state parties voted, all unanimously .
• Under the 1998 Agreement (similar rules but without automatic mutual recognition): 13 countries, including the United States, Canada, and China (which are not parties to the 1958 Agreement), voted unanimously to add the same regulations .

All major auto markets backed the framework, expressly including: Canada, China, the European Union, Japan, the United Kingdom, and the United States . The UN stressed that bringing all big players on board did not mean weakening safety standards—"this regulation is not a compromise on safety," said GRVA Chair Richard Damm .

Broader context

Alongside the ADS framework, WP.29 also adopted amendments to roughly 90 existing UN regulations to clarify that they remain applicable to vehicles without traditional driver controls, ensuring regulatory continuity for fully driverless configurations .
