Why Alexander Stubb Asked Musk to Expand Starlink for Ukraine

Finnish President Alexander Stubb’s appeal to Elon Musk was about a constraint on Ukraine’s defense: Kyiv believes wider Starlink access could help it target Russian ballistic-missile launchers before they fire. Stubb made the request as Ukraine faced an acute shortage of air defenses ahead of winter. 5

Why Starlink coverage matters

Ukraine already uses Starlink, but service availability is not simply a question of whether a satellite passes overhead. Access can be restricted by area. Reuters reported in 2025 that Musk ordered Starlink coverage cut in areas including Kherson while Ukraine was trying to retake territory. Separately, reporting on Stubb’s appeal says the service does not operate over Russian territory. 47

That is why Stubb approached Musk. Expanding access could address a communications constraint for Ukrainian operations aimed at launchers inside Russia. It would not provide the drones or weapons, locate a mobile launcher by itself, or guarantee that Ukraine could destroy one in time. Stubb’s proposal rests on Kyiv’s assessment that the change would help it target the launchers. 5

A way to reduce pressure on air defenses—not replace them

The distinction is between intercepting a missile after launch and trying to stop an attack at its source. If Ukraine could successfully strike a launcher before it fired, it could prevent that particular launch and spare an interceptor. But launchers are mobile, and expanded connectivity would be only one part of any such operation. Ukraine would still need air defenses against missiles that are launched. 5

The request also has a political dimension. Reuters’ earlier account of a Starlink coverage cut shows how consequential SpaceX’s control over service availability can be in a war zone. The cited reporting does not establish that Musk approved Stubb’s new request or that coverage has changed. 45

How the appeal fits winter protection and diplomacy

Stubb’s proposal addresses the immediate threat of missile launches. Diplomatic efforts to curb attacks address a different part of the same winter risk: Reuters reported that President Volodymyr Zelenskiy called for a truce on strikes against energy infrastructure and warned that Ukraine would retaliate if no agreement was reached before the cold set in. 1

Those approaches can be pursued together. Wider Starlink access might help Ukraine attempt to prevent some launches; air defenses remain necessary for attacks it cannot prevent; and an energy truce would depend on the parties reaching and observing an agreement. None of those outcomes follows automatically from Stubb’s appeal. 15
