Iran’s proposed Strait of Hormuz corridor is not a reopening deal

Iran is asking the United States to accept a temporary shipping route developed with Oman as part of a broader agreement—not to regard the route as permission for unrestricted passage. An Iranian source said the understanding establishes a basis for reopening the Strait of Hormuz, but does not reopen it immediately. 184

How would the corridor work?

The proposed corridor is roughly seven miles wide. Under the emerging arrangement, commercial ships entering the Persian Gulf would take an Iranian-controlled route, while ships leaving would use an Oman-controlled route. The route’s existence would not, by itself, restore normal traffic: Iran and Oman have continued working through the details, and Tehran has tied implementation to its demands of Washington. 17419

What does Iran want before reopening?

Iran has called for an end to the US naval blockade of its ports and for sanctions relief, alongside a ceasefire, the release of frozen Iranian assets and an end to US military pressure. Those demands concern the wider conflict as well as shipping. 189

The timing is not settled. On September 22, a senior Iranian official told Reuters that Iran could reopen the strait within seven days if Washington eased military pressure and lifted the blockade. That was a conditional offer, not an announcement that passage had resumed. 24

Are talks bringing a deal closer?

US and Iranian officials held mediated talks in New York, and regional sources say Iran has proposed a roadmap involving a regionwide ceasefire of up to 60 days, a phased reopening of Hormuz and an end to the US blockade. The same account says Washington has ruled out lifting the blockade before Iran shows sufficient goodwill—leaving the sequence of concessions unresolved. 11

Regional agreement is also missing. An Oman-hosted meeting intended to discuss the shipping proposal with Gulf states was postponed. Meanwhile, disrupted vessel traffic has underscored the stakes: preliminary tracking data cited by Radio Free Europe/Radio Liberty showed commodity-vessel transits falling to single digits per day around September 14.
