Russia’s Kyiv Airport Strikes Put US Peace Envoy Trip Under Pressure

The reported US mission by Steve Witkoff and Jared Kushner was meant to move from Moscow to Kyiv for talks on ending Russia’s war against Ukraine. Instead, Russian strikes around Kyiv—including reported attacks on the Zhuliany and Boryspil airport areas—made travel security part of the negotiation itself. What the strikes changed

The attacks did not amount to a confirmed cancellation of the proposed itinerary. President Donald Trump said Witkoff and Kushner would travel to Moscow and Kyiv, while Zelenskyy said he expected to meet them after their Moscow discussions. Reporting indicated that this would be their first trip to Ukraine. 38

But the strikes increased the practical and political risk around an arrival in Kyiv. Zelenskyy described the airport attacks as deliberate in the context of discussions about a possible US visit, while other reporting said the proposed Kyiv flight arrangements were still being coordinated. Ukraine’s proposed reciprocal air pause

Ukraine proposed a narrowly tailored arrangement for the envoys’ transit and meetings. Zelenskyy said Kyiv would ensure the normal functioning of Russian airspace and refrain from air strikes during the time needed for the Americans to travel to and hold talks in Moscow. In return, he called on Russia to stop its air attacks on Ukraine long enough to enable the Kyiv visit and resolve the associated logistics. 210

What was reported at Zhuliany

The available reporting on damage at Zhuliany was preliminary and should be treated cautiously. Ukrainian lawmaker Oleksiy Honcharenko said a Russian drone struck an aircraft at the airport; he later said two old Yak-40 passenger aircraft may have been hit. He described them as non-operational before the full-scale war. 46

That account supports the conclusion that the attack had symbolic and operational significance at a sensitive moment. It does not independently verify the extent of the damage, the number of aircraft struck, or a direct link to the US delegation’s prospective arrival.

Ukraine’s message about Russian airspace

Before the envoy trip, Zelenskyy said Ukraine’s long-range drone activity would make Russian airspace increasingly unsafe. He warned airlines, insurers and users of major Russian airports to account for the risk, saying Russian skies were becoming effectively closed because of drones.

He also drew a distinction between danger created by drone operations and an intention to attack civilian flights: Ukraine, he said, was not threatening civilian aviation.

For diplomacy, Zelenskyy’s position was conditional. Ukraine said it could clear specified Russian air routes and time periods for partner travel if that supported negotiations, but argued that safety would return more broadly only with genuine movement toward peace. 10

Why the proposed mission still faced a larger obstacle

Trump characterized the Witkoff-Kushner mission as carrying a proposal to end the war. The Kremlin, however, initially declined to confirm the reported contacts in advance, saying it would announce them if and when they occurred.

That caution reflected the fundamental constraint on the mission: safer travel could enable meetings, but it could not by itself resolve the underlying differences between Moscow and Kyiv. The airport strikes illustrated how quickly military operations could undermine the conditions needed for diplomacy.

For the proposed US visit, the clearest takeaway was that an air-safety arrangement could have reduced immediate risk, but it required reciprocity. Without a mutually observed pause, the route from Moscow to Kyiv remained as much a test of battlefield restraint as a step toward negotiations.
