What happened when former Formula 1 driver Nikita Mazepin returned to competitive motorsport at Spa-Francorchamps in the Spezial Tourenwagen Trophy, including his Mercedes-AMG GT3 entry for Team Motopark, practice and qualifying performance, four-second gap, Saturday race victory

Nikita Mazepin’s first European race weekend in roughly five years was immediately successful: driving Team Motopark’s Mercedes-AMG GT3 in the Spezial Tourenwagen Trophy at Spa-Francorchamps, he led Friday practice, took pole by more than four seconds, and won Saturday’s first race. He was scheduled to contest the second qualifying session and second race on Sunday. 6

• Mazepin raced for Haas in Formula 1 in 2021 but lost the drive after Russia’s full-scale invasion of Ukraine in 2022. The FIA thereafter allowed Russian and Belarusian competitors only under a neutral FIA flag and subject to a neutrality declaration; Mazepin declined those terms, ending his European competition until this month. 7

• The FIA World Motor Sport Council decided on August 3—then notified stakeholders by its legal office on August 13—to revoke those emergency individual-participation conditions. Russian and Belarusian drivers, teams, officials and national teams may again use national symbols, flags, colours and anthems; they no longer need neutral status or a signed neutrality commitment. 910

• One major restriction remains: Russia and Belarus still cannot host FIA international competitions. 12

• Ukraine’s Automobile Federation (FAU) argues that restoring normal participation is incompatible with the continuing war. It has also lodged a formal Ethics Committee complaint, seeking an urgent inquiry into allegations that the Russian Automobile Federation operates offices in Russian-occupied Ukrainian territories—conduct it says breaches FIA statutes. Those are allegations requiring investigation, not established findings. 34

• The FIA’s relaxation does not guarantee participation everywhere or indefinitely. Domestic law, sanctions, visa rules, organisers’ decisions, team commercial risk, and any sanctions applying to a driver, sponsor or associated entity can still prevent entries. The FIA has also said it retains the ability to impose further measures if circumstances warrant, so Mazepin’s—and other Russian or Belarusian competitors’—access remains legally and politically contingent. 12
