The pattern is regional rather than Romanian-only. Confirmed or suspected Russian-drone incidents have also been reported in Poland, Lithuania and Latvia, while drones have been found in Moldova. NATO has formally condemned recent violations involving Poland and Romania and affirmed support for the affected allies.
It exposes an unfavorable economic contest. Using expensive fighter sorties and air-to-air missiles against mass-produced Shahed/Geran-type drones—estimated around $20,000–$50,000 each—can exhaust inventories and budgets even when every interception succeeds. That is why low-cost layered defences matter: Romania has integrated the Merops interceptor, for which reported per-shot costs may fall to about $3,000 in bulk procurement.
The reported base expansion raises the prospective threat, but should be treated carefully. Reports based on satellite imagery and leaked material say Russia has built or upgraded roughly 10 drone-launch sites and 59 launch rails near Ukraine and Belarus. That is not, by itself, proof of an imminent attack on NATO, but it suggests greater capacity to launch more numerous, longer-range systems close to NATO’s frontier.
NATO’s response needs to be systematic, not simply more fighter patrols. The alliance has announced more than $40 billion—roughly €34 billion—over five years for counter-drone capabilities, alongside expanded operator training and procurement mechanisms. The priority should be a layered network of persistent sensors, electronic warfare, inexpensive interceptors, conventional air defence for higher-end threats, common rules of engagement, and rapid cross-border information-sharing.
The core risk is therefore not that every incursion signals a planned conventional attack on Romania or another ally. It is that frequent, low-cost, deniable drone activity can steadily erode the practical credibility of NATO airspace control—or produce a civilian casualty or shoot-down that escalates faster than either side intends.
