How this fits the earlier 2026 agreements

• In April, PDVSA and the hydrocarbons ministry signed preliminary memoranda with Hunt Oil Company International/Hunt Overseas Oil and Crossover Energy Holdings. Those agreements opened negotiations rather than settling final operating terms.
• Reuters reported in July that new entrants including Crossover and Hunt affiliates still had to negotiate their detailed contract terms. The August Hunt production-sharing agreement therefore represents an advance from preliminary MoU to a defined development arrangement.
• SLB’s June long-term MoU supplied the umbrella for nationwide oil-and-gas modernization; August’s reservoir-study alliance is a more focused technical application of it.

Production and market logic

• PDVSA was targeting 1.245 million barrels per day by end-August, against output around 1 million–1.1 million bpd implied by the U.S. government’s statement that more than 500,000 bpd represented roughly half of Venezuelan production.
• More than 500,000 bpd had recently been flowing to U.S. refineries, reconnecting Venezuelan heavy crude with a nearby, technically suitable refining market.
• The wider U.S.–Venezuela energy opening is occurring while disruption around the Strait of Hormuz during the U.S.–Iran conflict has supported higher international oil prices, improving the commercial appeal of incremental non-Middle-East supply.

Why the contractual structure matters

• Caracas is trying to attract foreign operators without politically surrendering control of its resource base: service, technical-assistance, and production-linked structures can pay foreign firms for capital and performance while PDVSA retains ownership of reserves and central control over the sector.
• There is an important nuance: the August Hunt arrangement was reported as a production-sharing contract, which provides more direct upside than a pure service contract. But SLB’s reservoir arrangement is plainly service/technology-oriented, and the overall policy direction remains to invite foreign capital under state-controlled terms.
