Ukraine sent a proposal to Russia via a third party (Turkey relayed the offer to Moscow on August 8) suggesting both sides mutually halt attacks on civilian targets in the Black Sea . Russia categorically rejected the idea. On August 14, Kremlin Foreign Ministry spokeswoman Maria Zakharova stated Moscow "sees no grounds" for what she called "half-measures" that would give Ukraine a "breathing space"

. Russia also explicitly ruled out returning to any arrangement resembling the 2022–2023 Black Sea Grain Initiative
. Foreign Minister Sergei Lavrov separately reiterated on August 14 that Russia remains unwilling to engage in peace negotiations that do not fulfill its demands for Ukraine's complete capitulation
