Israel has continued airstrikes and ground operations in southern Lebanon despite multiple declared ceasefires . As recently as July 24, Israel carried out blasts in al-Mansouri and Majdal Zoun
. Khamenei's condition directly ties US-Iran peace to an end to these strikes, meaning that as long as Israel's Lebanon campaign continues, Khamenei has signaled he will not finalize a deal with Washington.
On June 14, the US and Iran announced a memorandum of understanding to end their war. Key terms included: Iran agreeing not to produce or acquire nuclear weapons; Iran diluting its highly enriched uranium stockpile in-country; the reopening of the Strait of Hormuz; and a framework for follow-on nuclear talks . Khamenei approved the MoU on June 18 despite personal reservations, after receiving assurances from President Pezeshkian that Iran's rights and the interests of the "Resistance Front" would be preserved
. However, he also warned at the time that Iran would "never accept unreasonable demands" from the US
.
The MoU did not include any conditions related to Lebanon. Khamenei's July 26 statement therefore adds a new precondition not present in the signed framework, potentially reopening or stalling the deal.
Prime Minister Netanyahu is scheduled to meet President Trump at the White House on Tuesday, July 28, 2026 . This will be their first in-person meeting since the start of the US-Iran war. Netanyahu faces a delicate balancing act: he needs to maintain the US-Israel alliance while Trump has publicly pressured Israel to avoid escalating in Lebanon
.
The timing is critical. Khamenei's Lebanon condition was announced just two days before this meeting, putting direct pressure on Trump and Netanyahu. Khamenei is effectively telling Washington: you cannot have a final peace with Iran while your ally is bombing Lebanon. How Trump responds — whether he presses Netanyahu for a Lebanon ceasefire as a prerequisite for locking in the Iran deal, or backs Israel's military campaign — will likely determine whether the June MoU can be translated into a permanent agreement.
Khamenei's July 26 condition creates a triangular linkage: US-Iran peace now depends on Israel's actions in Lebanon. This puts the Trump–Netanyahu meeting at the center of the equation. Without progress on Israel–Lebanon de-escalation, Khamenei's stated position makes a final US-Iran deal impossible, even though the June MoU's nuclear and maritime terms remain tentatively in place.
