How Russian Forces Got Starlink — and How SpaceX Shut Them Down

In early 2024, Ukrainian military intelligence reported that Russian forces were using thousands of Starlink terminals on the battlefield. SpaceX and Elon Musk denied directly supplying the devices, but by February 2026, SpaceX took decisive action to block Russian access. This article tracks how the terminals reached Russian troops, what SpaceX did about it, and the increasingly controversial position Musk has taken on Ukraine’s territorial integrity.

How Russian forces acquired Starlink terminals

Elon Musk has consistently denied that SpaceX directly sold or supplied Starlink terminals to Russia. In February 2024, Musk stated: "A number of false news reports claim that SpaceX is selling Starlink terminals to Russia. This is categorically untrue. As far as we know, no Starlink has been sold to Russia directly or indirectly" .

Ukrainian military intelligence (HUR), however, reported that Russian forces were using thousands of Starlink terminals on the battlefield in Ukraine . Investigations by the Wall Street Journal and other outlets identified two main acquisition channels:

• Black-market middlemen and Russian volunteer groups. The terminals were purchased via third-party resellers in countries where Starlink is legally available, then smuggled into Russian-occupied areas .
• Battlefield captures. Many units were captured from Ukrainian forces on the front line .

By early 2026, SpaceX confirmed that Russian forces had been using the terminals to coordinate attacks, including on Ukrainian drone operations .

What SpaceX did in response

SpaceX, in coordination with Ukraine's Defence Ministry, took a three-step response:

1. Verification and geofencing. SpaceX and Ukraine launched a verification process for all Starlink terminals in Ukraine to identify and blacklist unauthorized devices .
2. Terminating access. In late January/early February 2026, SpaceX cut off Russian military access to its Starlink satellites, making the terminals inoperable for Russian forces .
3. Confirmed success. On February 1, 2026, Musk announced that SpaceX had been successful in preventing the Russian military from making unauthorized use of Starlink systems .

The impact was significant. According to a Pentagon Inspector General report, the cutoff caused immediate disarray among Russian troops and limited their ability to coordinate attacks . Ukraine subsequently retook approximately 400 km² of territory after Russian forces lost connectivity .

Musk's position on a peace deal and territorial concessions

Musk has publicly argued for years that ending the war requires Ukraine to make territorial concessions to Russia.

• October 2022. Musk posted a Twitter/X poll proposing that Ukraine cede Crimea and accept Russia's annexation of other occupied territories, with new UN-supervised referendums. This drew a sharp rebuke from President Zelenskyy .
• July 2026. In an interview with The Economist, Musk said: "Many people wishfully think, saying that Russia must completely leave and so on, but this is unrealistic." He called for more pragmatism and stated that a settlement requires concessions from Western countries and Ukraine to Russia .

Musk added that his position "does not constitute support for Russia's invasion" but was based on a desire to stop the daily loss of life . He has framed the choice as a practical one: continued grinding warfare versus a negotiated settlement that would leave Russia in control of occupied territory .
