Battle for Kostiantynivka: Who Controls the City and Why It Matters

Zelenskyy's Sarcastic Challenge to Putin

In the same statement, Zelenskyy dared Putin to meet him in Kostiantynivka if the city were truly under Russian control. "If Kostiantynivka were under Russian control, then perhaps Putin would have no problem meeting me there" — proposing face-to-face talks inside the embattled city ^IP. He elaborated that Putin "chose to lie to the world and to the president of the United States" on the eve of America's Independence Day ^P.

Kremlin's Counter-Proposal

Kremlin spokesperson Dmitry Peskov responded by saying Putin is ready to meet Zelenskyy — but only in Moscow, not in Kostiantynivka ^AN. This followed earlier remarks in June when Putin said there was "no point" meeting Zelenskyy at all ^BN.

Russia's Proposed Ceasefire for Body Handover

On July 4–5, Russia's Defense Ministry proposed a six-hour local ceasefire in and around Kostiantynivka to allow the transfer of bodies of fallen Ukrainian soldiers ^NYR. Russia claims Ukraine rejected the proposal ^NAR. Ukrainian authorities have not publicly confirmed or denied accepting the offer, but Russia's account states Kyiv refused to halt shelling for the operation ^NTU.

Why Kostiantynivka Matters: The 'Fortress Belt'

Kostiantynivka is the southern anchor of Ukraine's Donetsk "fortress belt" — a chain of heavily fortified cities including Kramatorsk and Sloviansk that form the main defensive line in the Donbas ^RIYR. If it falls, the road opens toward Kramatorsk and Sloviansk, Ukraine's last major strongholds in Donetsk Oblast ^YPC. Russia has made capturing the fortress belt its main effort for the spring–summer 2026 offensive, but missed its own May deadline, and the wider fortified chain remains "out of operational reach" ^E. The ISW has assessed that the fortress belt terrain is "optimized for defense" and that losing it would critically undermine Ukraine's defensive position in Donetsk ^U.

Zelenskyy's Warning of New Russian Attacks

Zelenskyy has warned that Russian forces are preparing new attacks in the area, urging for more Patriot systems and Western air defense support to counter the expected offensives ^F. Russia continues offensive operations in Donetsk with Kostiantynivka and Lyman remaining its primary objectives ^N.
