China National Nuclear Corporation’s nuclear strategy is built around two complementary products: Hualong One, a standardized Generation III reactor for large-scale grid power, and Linglong One (ACP100), a 125 MWe small modular reactor aimed at smaller electricity systems and non-electric energy uses. The strategic objective is not simply to build reactors at home. It is to accumulate repeatable experience in construction, operation, component qualification, training and overseas delivery that can make Chinese technology more credible to foreign buyers and regulators.
Hualong One is the scale engine
Hualong One—also known as HPR1000—is a Chinese-designed pressurized-water reactor in roughly the 1.1 GW net class. Its published design characteristics include a 177-fuel-assembly core, an approximately 60-year design life, active and passive safety systems, and double containment. A unit is designed to generate about 10 billion kWh of electricity annually.

China reported 41 Hualong One units operating or under construction in early 2026. That construction pipeline matters because standardization can turn individual projects into a fleet: suppliers gain repeat orders, construction teams repeat processes, and operators build a common body of experience.

Zhangzhou in Fujian is an important demonstration of this serial-build model. Unit 1 entered commercial operation on January 1, 2025; Unit 2 followed on January 1, 2026 after a 168-hour full-power continuous-operation test. CNNC describes Zhangzhou as the starting point for mass construction of the design.

The operating record should be interpreted carefully. CNNC said its Fuqing demonstration pair had generated nearly 65 billion kWh and was approaching 1,000 days of safe, stable operation as of its report. Those are meaningful operator-reported milestones, but they are not a substitute for independently comparable evidence on lifetime cost, outages or economic performance.

Karachi gives China an overseas reference plant
Pakistan’s Karachi K-2 and K-3 are the pivotal export cases for Hualong One. K-3 met final acceptance requirements in April 2025, completing delivery of the two-unit first overseas project, according to CNNC.
35
An operating overseas project is more persuasive than a design brochure: it tests equipment delivery, construction management, operator preparation and long-term support across national borders. Still, Karachi is best understood as a reference case, not proof of a broad international order book. The supplied evidence supports Pakistan as China’s realized Hualong One export deployment, but does not establish widespread global adoption.
What the safety and emissions case does—and does not—show
Hualong One’s safety case centers on defense in depth: a combination of active and passive safety systems, severe-accident mitigation features and a double-containment structure. These features are design provisions intended to preserve cooling and confinement in accident scenarios; they do not eliminate the need for rigorous regulation, operations and emergency preparedness.

Its climate value is more straightforward at the generation level. A reactor designed to produce around 10 billion kWh a year can provide large volumes of low-carbon electricity in place of fossil-fired generation. But avoided carbon emissions are not a universal fixed number: they depend on the generation displaced in the specific power system.
20
Domestic industrial depth is central to the model
The Hualong One program is also an industrial strategy. Chinese reporting has said the design draws on more than 5,300 suppliers for more than 60,000 pieces of equipment, with 88% of equipment built domestically.
22
That scale can support repeat construction and a domestic service base. It is reasonable to view China’s heavy-industry clusters—including those in Sichuan—as potentially relevant to nuclear manufacturing and engineering capacity. However, the provided evidence does not verify a project-specific list, value share or precise contribution by Sichuan companies to Hualong One or Linglong One. Those claims require procurement, qualification or company-level records.
Linglong One tests the SMR part of the strategy
Linglong One, also called ACP100, is CNNC’s integrated 125 MWe pressurized-water SMR at Changjiang in Hainan. Construction began in July 2021. It is designed as a multi-purpose unit that can provide electricity as well as urban heating and cooling, industrial steam and seawater desalination.

The project has moved through major installation and commissioning steps, including a primary-circuit cold functional test. Reporting available in 2026 described it as in commissioning, with commercial operation targeted for 2026.

3
That distinction is important. Linglong One has been described as the first land-based commercial SMR to pass an IAEA safety review, but an IAEA review is not the same as an operating licence or universal international design certification. National authorities license construction and operation, and the project’s commercial proposition still needs to be demonstrated through fuel loading, startup and sustained operation.

Why a smaller reactor could matter
The SMR case is not that 125 MWe replaces a gigawatt-scale nuclear station. It serves a different potential market. A smaller unit could offer a lower incremental investment and better fit for smaller grids or sites that need both power and heat. Its multi-purpose design broadens the possible customer base beyond electricity-only utilities.
11
But the central commercial questions remain open: actual construction cost, schedule performance, operating availability, maintenance requirements, financing and whether other regulators can license follow-on units predictably. Modular construction can improve repeatability, but it is not by itself proof of lower delivered cost.
Can this portfolio shape global nuclear standards?
CNNC’s route to influence is practical rather than rhetorical. A large Hualong One fleet can establish common practices for fuel, components, digital controls, construction methods, operator training and long-term services. Linglong One could add a reference case for integrated PWR SMRs and non-electric applications. CNNC has also participated in the IAEA’s Nuclear Harmonization and Standardization Initiative and helped prepare SMR utility requirements.
45
The portfolio is therefore coherent:
- Hualong One provides high-output, long-lived generation and supports a large industrial base.
- Linglong One explores smaller, distributed and multi-purpose nuclear energy applications.
- Micro-reactors could eventually address remote or specialized loads, but the supplied material does not establish them as a commercial CNNC export product today.
China’s deployment scale gives it a credible opportunity to influence practice. Whether that becomes broad international standard-setting will depend on more than reactor counts: transparent operating data, credible independent regulation, safeguards, cybersecurity, financing, liability arrangements, spent-fuel management and licensing acceptance outside China will be decisive.
