At SGSecure’s 10th anniversary on 23 September 2026, Prime Minister Lawrence Wong warned that Singapore’s long period of peace could cause people to let their guard down even though terrorism remains a concern. His message was not to live in fear, but to notice warning signs, speak up and be prepared to help one another.

Why Wong warned against complacency
Wong’s concern was that people might see something troubling and assume someone else will handle it. He cited an unattended bag in a public place and a friend or family member becoming drawn to extremist material online as examples of signs that should not simply be ignored.

12 SGSecure’s purpose extends beyond spotting threats: if an attack occurs, people should know how to respond, stay calm, help one another and resist fear or hatred that could divide society.

That calls for attention to specific behaviour, not blanket suspicion. SGSecure’s guidance identifies signs of possible radicalisation such as sharing extremist views, expressing support for terrorist groups or violence, and making remarks that promote hatred between racial or religious groups.
18 Wong stressed that Singaporeans should still be able to go about their lives with confidence and peace of mind.

What changes in SGSecure’s next phase?
Wong said outreach would widen across neighbourhoods, schools and workplaces, with more volunteer advocates encouraging people around them to take part.
9 The planned expansion of the SGSecure Advocate Programme builds on training community members to share guidance on recognising threats, staying safe and reporting signs of radicalisation.

The Ministry of Home Affairs also plans to review SGSecure guidance as threats evolve, particularly in response to youth radicalisation, and tailor its approach to different audiences, including groups that have been harder to reach.
8 One youth-focused example reported at the anniversary is an SGSecure-themed mini-game developed for the police’s MATA-verse on Roblox.
8 Reports also identify an AI chatbot as a new public-education tool.

A broader integrated marketing and communications campaign is planned for 2027, with refreshed messaging and outreach across radio, digital and online platforms.
1 The available reporting describes the direction of the guidance review and advocate expansion, but does not establish a detailed new training curriculum. For now, the clear shift is toward making preparedness easier to discuss, recognise and act on in everyday settings.
