Vietnam's Six-Priority Blueprint for Double-Digit Growth

Prime Minister Lê Minh Hưng has set an ambitious course for Vietnam's economy, targeting sustained double-digit growth through 2030. The strategy rests on six key priorities announced in June 2026, backed by strong H1 economic data and a new pledge for transparent accountability with the business community.

The Six Priorities for Sustainable Double-Digit Growth

On June 14, 2026, PM Le Minh Hung launched a national emulation movement for sustainable double-digit growth during the 2026–2030 period, outlining six key priorities :

1. Innovation in governance and institutional reform – Remove regulatory bottlenecks, significantly cut administrative procedures, mobilize development resources, and end the culture of avoiding responsibility in the public sector .
2. Science, technology, innovation, digital transformation, and green transition – Described as the country's most important growth drivers and the core pathway to improving productivity and national competitiveness .
3. Modern and integrated infrastructure development – Accelerate national key projects in transport, digital infrastructure, energy, and logistics, and resolve long-delayed projects .
4. Modern, professional, and transparent public administration – Make local governments more responsive, accessible, and trustworthy for citizens .
5. Thrift, waste reduction, and stronger management of public finances and national resources – Ensure every unit of budget spending is transparent, efficient, and avoids fragmented investment .
6. Strengthening national defense, security, foreign affairs, cultural development, education, healthcare, and social welfare – Ensure growth is paired with social progress and fairness .

These six priorities were outlined at the June 14 emulation campaign launch. A separate high-level government conference with the business community took place on July 18, 2026, focusing on removing bottlenecks and unlocking resources, but the list of six priorities was not re-detailed at that meeting .

H1 2026 GDP Growth: 8.18%

Vietnam's GDP grew 8.18% year-on-year in the first half of 2026, the highest pace in 15 years . This was driven by an 8.39% expansion in the second quarter, supported by strong industrial production (especially manufacturing and processing), a record 12.25 million international tourist arrivals, and a nearly 13% increase in total social investment . The growth is up from 7.63% in the same period of 2025 . Government Resolution No. 01/2026 sets an official target of at least 10% GDP growth for the full year .

Structural Efficiency Gaps

The search for a specific "structural savings gap" phrase raised at the July 18 conference did not return a direct match in available official sources. New Public Accountability Mechanism

At the July 18 conference with the business community, PM Le Minh Hung pledged a public, multi-layer accountability mechanism for resolving business difficulties :

1. All official responses from ministries and agencies to business recommendations will be made public.
2. These responses will be forwarded to the Vietnam Chamber of Commerce and Industry (VCCI).
3. VCCI will work with enterprises to assess whether the issues have been adequately addressed.
4. If unresolved, VCCI will continue to gather feedback and submit unresolved cases to the relevant ministries and Government agencies for further action .

This system is designed to ensure that solutions deliver tangible results rather than just procedural responses, marking a significant step toward transparent governance and a more favorable business environment.
