Latest Attacks and What They Reveal

Strikes on Slavyansk and Yaroslavl oil refineries (June 27–28)

• Ukraine struck the Slavyansk-na-Kubani oil refinery in Krasnodar Krai (key fuel supplier for occupied Crimea) and "reached" a top-five refinery in the Yaroslavl region — approximately 300 and 700 km from Ukraine respectively .
• A large fire broke out at the Slavyansk plant, confirmed by Krasnodar Governor Kondratiev .
• Ukraine's Security Service confirmed the attack as part of a sustained 40-day operation targeting Russian oil infrastructure .
• President Zelenskyy called these strikes part of Kyiv's "long-range sanctions" campaign .

State of emergency in Crimea (June 26)

• Russian-installed authorities declared a state of emergency across Crimea and Sevastopol on June 26, effective indefinitely .
• Power outages have plagued Sevastopol for days; scheduled blackouts were introduced on June 21 .
• Fuel sales to civilians were suspended, public transport restricted, and a curfew imposed .
• The Slavyansk refinery — now burning — was a critical fuel source for the peninsula .

What these events reveal about the conflict

• Ukraine has achieved strategic depth penetration. Drones are reaching 700+ km into Russia, hitting high-value energy assets that directly affect Russian military logistics and the occupied Crimean economy .
• Crimea is becoming a strategic liability for Moscow. The state of emergency — the most serious administrative measure short of martial law — signals that Ukraine's campaign to "strangle the peninsula" is materially degrading Russia's hold on it .
• Russia's air defenses are struggling. Despite intercepting 660 drones in a single night (June 26) , enough get through to cause multiregion blackouts, refinery fires, and fuel shortages .
• Putin's tone has shifted. While he still vows to overcome the challenges, his public acknowledgment that Russia is in a "difficult period" is a notable departure from the usual messaging of assured victory .
